Per community balancing requests, we've offloaded some of the build cost from PA and Robot equipment into the Module costs, as well as making modules optional for Power Armor (since the NCR does just that to make their Heavy Troopers)

Rebalanced Fuel Consumption to be more in line with OWB's values instead of HOI4's

-Modified some of the robots modules' fuel consumption (I was working off of HOI4's tank scaling not OWB's scaling while creating them, oops)

-Added the ability for Gecko and CnC support units to parachute (Eyebots literally float)

TEME-UTCM: The last few updates have been finding more and more nations who "Probably shouldn't be using NCR Armor as Riot Gear" and converting them to use other high-end Enforcer gear, and adding LOC to them

UTCM: Fixed Specops Jetpacks, as well as various Reward Techs
