This version doesn't add new laws at all, but a new city statistic: Strain
- Rush Researchers will increase strain as long as it's active
- Emergency Shift wont cause guaranteed deaths, just increases strain.
- Strain will cause accidents on notable + levels
- Strain will kill people on severe+ levels
- Strain decreases efficiency
- Both Disease and Squalor increases Strain

Laws in the ‘Safety’ Category have been changed.
A new Law Category has been added

New Radical policy : "Language Regulation" added, the options are:
- Newspeak ( reason )
- Sanctioned Vocabulary ( tradition )

- Corrected a visual error where "Worker accountability" appeared in the idea tree.
- Added a voiceover, "An extreme weather warning is in effect, shelter in place," to the whiteout protocol. This can now be heard while it is active.

Balance changes:
- Whiteout protocol now costs more of the available workforce but provides even more heat.
- The "2 minutes of hate" ability causes more faction members to leave and provides greater tension reduction.
