Added the "Techno Union" start that begins with the Head of Technology and Weapons Foreman, and has every single research unlocked to bring glory back to the Second Empire and rebuild upon its ashes.

Updates to the Weapons Foreman and Head of Technology to make them more appealing for recruitment. (they have MORE STATS NOW! Science and production.) Weapons Foreman also has a CPU now to explain his own lore.
