AI enhancements are now presented as configurable rule options before game start.

Fixed several localization display issues.

This will likely be the final update before the release of the Ottoman Journal update.
If everything goes as planned, the Ottoman Journal is expected to launch before December.

Performed a series of refinements to mechanics, visuals, and details to enhance overall presentation and gameplay experience; fixed several error reports and rebalanced certain values — for example, removed the base +25% construction goods cost modifier.

Added a rule toggle for Functional Decisions to determine whether they are visible in-game.

Fixed an issue where Germany, under the “Frankfurt Constitution” modifier, could hold elections despite not having an electoral system, causing legitimacy to skyrocket.

Removed Siemens’ special prestige good “engine,” replacing it with a special “telegraph machine.” However, Siemens’ prosperity effect now increases the production of telephones and radios.

Adjusted the “Great Reformer” event so that it can now trigger immediately after the serfdom reform, and added the “Liberator Tsar” trait to the Emperor.

The final option of Japan’s “Taisei Hōkan” (Restoration of Imperial Rule) journal no longer grants Property Voting, but instead unlocks Technocracy.

Added a new option to Russia’s First Duma event: gain Technocracy at the cost of +25% radicals. The second option now grants Census Suffrage.

The drill buttons for the Royal Navy and General Staff journals now only need to be pressed once every 5 years.

The budget proposal buttons in the Capitol Hill and Westminster journals now have both a 4-year cooldown and a 4-year effect duration.

Westminster now has an additional effect: if the player has not yet passed a budget proposal, legitimacy will sharply decrease, and a severe law enactment speed penalty will be applied.

Added the “Mediterranean Coast” trait to all provinces along the Mediterranean shoreline.

Adjusted the market intervention effect of the Yangtze, Amazon, Rhine, and Mississippi Rivers to +7.5%.

Adjusted the market intervention effect of the Yellow River to +2.5%.

Adjusted the effects of special ports such as the Port of London, Port of New York, Shanghai Bund, Port of Alexandria, and Port of Venice, setting them to +7.5% market intervention.
