station type encounters can now launch fixed weapons which are guided (wc), such as torpedoes, drones etc.

- Early Fixed Encounters prototype, use at your own risk it is still very much work in progress
- added two new files, one config file and one data file
- added 3 new commands
- /npc fixed create <grid name>;<faction tag> - creates new encounter out of the grid or updates the existing one with the same name
- /npc fixed load <grid name> - loads in the grid so you can work on it, update it etc
- /npc fixed delete <grid name> - deletes the fixed grid from the dataset
- LootCondition type changed to ProviderCondition, if you used Loot config to create random loot and you defined your own conditions, these need to be re-named in the config file
