Sniper gives half as much dodge now. Blinding can't stack instances of dazzling, and hopefully reduces enemy optimal range when they have the trait.

PHASING enemies don't teleport immediately on taking damage, but it does reduce the timer till they next teleport.

Final balance tweak before next JH update. Try and make phasing trigger more often, make scorching enemies fire immune even if they start weak to it, spiky should not lose armor
