Latest stable patch. Got rid of anti-exclave mechanisms. Added tech support for The Odd Empires. Removed trigger switches.

Added minority protection for anbennar. Though to be honest if youre playing with anbennar you really shouldn't have culture spread enabled but oh well.

Figured out the issue with on_actions, fixed and migrated back to them. Added further protection against natives breaking the mod. Added support for post finem. Added a new culture spread backend option (spread everywhere).

Reverted on_actions to PTMs after daily report event bug. Will try on_actions again some other time. Fixed dummy name bug
