Switched peacetime reconstruction back to triggered modifier, its nicer that way.
Big switch from on_actions to static_modifiers. Has the potential to reduce compatibility but its unlikely, and its faster.
Switched away from scripted effects and towards in-line effects to reduce scope changes and abstraction delay.
Added workaround for voltaire's nightmare government ranks

Performance improvement. Removed peacetime reconstruction triggered modifier and made it an event modifier instead.
Downsides: checked monthly instead of daily, no pop-up upon gaining or losing it
Upsides: checked monthly instead of daily (performance)
