Changed visual for Vigilante Reflex Sight

Reduced AP cost of MG setup, else the AI dont use it
tweaked mg recoil penalty

Glock compensator now correctly reduces recoil
HiPower has some reflex sight selection
ImprovedIronsight is less effective than Compact RS

M1A overwatch cone reduced - almost the same angle as a sniper overwatch
M4 Commando now has a default magazine of 20 bullets, range increased by 2
M16 has heavy and light barrels

This should fix all sound and visual effects problems
let me know if I missed a weapon

Graze is back and shotguns are functioning

Graze temporarily disabled while i fix the shotgun bug

Introducing chance for missed attacks to turn into graze!
if you miss your attack bt 20, the miss becomes a graze
graze damage increased from 33% to 45%
Should help balance autofire

Penalties for recoil retweaked again, should be a bit more brand and less dependant on distance. Still testing
