Notable Changes:
-Rework naval doctrine trees, more branches and immersion.
-Add a game rule to disallow AI to unlock tech automatically, rework AI weight to research naval technologies.

Updates:
-Remove conversion cost of guns, it will simply be dismantle cost of the original one plus cost of the new one, dismantle costs are greatly reduced.
-Greatly reduce HP and armor bonus from cruiser guns to a reasonable range.
-Balance bonus from missile cruiser and large cruiser role module.
-Missiles will have bonus on HP.
-AI buff will only be applied to non-allied major countries.
-Increase battlecarrier hangar debuff on organisation.
-Add HMS Incomparable to British never-built programs.
