Added rules to prevent growth/farms from being built in provinces containing a tier 5 settlement. (Use in conjunction with Experimental Features for the AI to dismantle growth in maxxed provinces).

Removed references to Vampire Counts barracks because it refuses to upgrade if this mod touches it. Also removed some of my changes to the synergy levels tables. Have not yet touched growth building limits.
