Fixes to High Card, Joker, and Royal Flush.. Template error that made some abilities not show up

Tedster found my problem with getting holotargeter, shield, and rocket launcher to work... it was a typo. So those are added back into jack of all trades, wild card, high card, joker, and royal flush.

Localization fixes for Jack Of All Trades, High Card, Joker, and Royal Flush... forgot to include vektor rifle in the localization.

Added: Jack of All Trades, Wild Card, High Card, Joker, and Royal Flush.

They are abilities that grant additional abilities based of equipped weapons

Things to do: Figure out shield/rocket launcher because they didnt work with this code for some reason.

Fix for Perfected Guard, should work but didn't have time to test it, was a small typo

Added Tactical Movement and Perfected Guard

Tactical Movement is old Perfect Plan, Failsafe + Parkour

Perfected Guard makes the first guard action you use per turn a free action. Make sure to use this before other action granting things as i noticed if you do things in certain orders with other action granting things it wont proc.

Added PRGrenadier, it grants a grenade slot and thats it.

Added Hastened Resolve, Its Protect and Serve but actually works with One For All.

Added Marauders Rage, It combines Infighter, Brawler, and Steadfast
