build randomize now makes it so it's a 1 in 4 chance (1 in 2 chance while constructing) to blow up a device when sold, on max frequency
slightly increased chance to randomize a device on the aforementioned

somewhat reworked how build randomize works, now heavily depends on frequency, making it so if the frequency is below maximum it will only have a chance of randomizing the placed device. Chaos Edition makes it so it randomizes everything instantly too.
