Update for changes to "Obsidian" Spell resistance Talismans, as well as additional adjustments and improvements for Empire and Dwarf followers.

- Spell resistance from the "Obsidian x" items now are tiered 5/10/15/20% from grey to green, CA nerfed these overall last patch and this mod just make sure to keep them distinct.
I feel nerf was justified since spell resitance, while not a valuable stat, is far too easy to stack as is.

- Dwarf followers got overhaul to their effect scopes and are now a lot more easy to get use out of since most income effects have been changed from region to province wide.
Additional bonuses was also added to some other less usefull followers.

- Empire has some rarer followers with very insignificant effects, these now has additional bonuses added.

Minor update to replace the added effect on Makaisson's Persuader since it was not working, new bonus to Campaign Movement range and War machine recruit cost was added in its stead.
