Removed: Multiple Safehouses; After many reports and discussion the multiple safehouses feature has been removed.
Fixes: small fixes to address rare issues making safehouses close to the edge of the map, among other things.

Added Sandbox variables for admins to change settings:

Diameter: the size of the wild safehouses. the actual size will be 2 x diameter + 1 the default of 15 will make a 31 tile square safehouse.
Buffer: how many tiles to put between the safehouse and any obstruction like roads, buildings and other safehouses. Default 5
Max Number of houses: well..... the maximum number of houses a player can claim/create
