- New feature: Make any ideoligion fluid, even those of other factions! Just click "Make Fluid" button in the ideoligion's details.

- Added full support for new Biotech precepts
- You can now set development points multiplier with 50% precision. Note that they are still rounded to the nearest integer.
- Added Debug Mode setting for more verbose logging (required if you report bugs)
