3.3 "Vulture" update
Large update covering the Steppe region, with nine new monuments:

1. Khan Tengri, a massive peak sacred to the local people
2. The White Stupa of Gaochang, a Buddhist temple constructed by the Chinese in their western outpost
3. The Sark-el, or White Fortress, a limestone fortification controlling trade in the Pontic Steppe
4. The Singing Dune, a large sand dune that emits - as a natural phenomenon - a humming melody
5. The City of the Army, a massive fortified encampment that is the seat of the great empires of the Western Steppe
6. The Karabalgasun, or Black Ruins, are the ruined remains of the ancient capital of the Turkic khanate
7. The Dakhma of Gurganj, a structure on top of which zoroastrians lay their dead for the vultures to take. Alternatively if there aren't any, an outlook tower.
8. The Cliffs of Ustyurt, marvelous rock formations near the Caspian Sea upon which for millenia the peopla have laid stone-traps to hunt animals
9. The Kurgan of the Rider, an ancient tumulus tomb of a Scythina warrior. Not really a specific historical structure, so much as a representation of the dozens that are spread throughout the Steppe

Also edits a couple older textures, fixes a few localization errors I forgot to note down and tones down a few building modifiers (expect more to follow in the future as their number increases)
