- Gensokyan AI build latent building again.

- Scripted triggers for both touhou submods(TIU&TGU) now work properly.

- Gensokyan AI don't build Latent building which requires resources in Gensokyo (because they build too many and fast so they don't have the resources needed enough, so production becomes zero).
