Fixed AIP switch to properly include each race.

Further reduction of scav building and resource collection, so AI won't waste as much time and money on them, and move along attacks faster.

reworked "0" aips to build less scavs

- Generally AIPs should cycle faster.
- AI should now build its base regardless of what player has.
- Removed collect field retries.
- Lowered attacks (except on pools) to 1, should move aip faster.
- AI late game AIP builds full base and uses special/heavy units, though for some reason it still takes a while to get there.

aip asset - minor change to hopefully lower initial AI scavenger production in mpi.
