Fixed correct districts, buildings and blockers spawning to be acording to 3.0. Also, some loc fixes

Fixed not as much a bug, as a left debug feature, that put the Interloper removal to just 1 day, removed federations_initializers.txt.overwrite so it now all new files and should work with more mods. Also, the thumbnail picture is more pretty now, as a nice cherry on top

Fixed 'no spawning Reparable Damage' bug and the one that was screwing proper effects, if player move capital to any other system. If you'll find anything else, or I screwed somewhere while updating it, post in comments
