Enhance gameplay experience for APOCALYPSE mode.

(1) SOOTHSAYER triggered disasters are now super super powerful. Storm and wood fire by SOOTHSAYER have a longer duration. They are wizards! Conquer your enemy with disaster spells!
(2) Common disaster can occur even climate change level reaches 7.
(3) Comet can also occur before climate change level reaches 7, at a lower frequency. Random comet hex reduces to 2.
(4) Reduce the overall frequency of comet.

(5) Fix the bug that storm can't cause damage to city center.
(6) Reduce the pop loss rate for all types of disasters.
(7) Slightly increase yields bonuses from disasters.

1. Add some beautiful info.
2. Make the overall difficulty levels slightly easier by:
(1) AI food bonus → City growth rate
(2) Halve AI Science and Culture bonus from citizens
(3) AI Science and Culture scale bonus x 2
(4) Remove AI starting combat units

Reduce crazy expansion punishment, from 5% per city to 4%. Remove the top level of city hall.

Buff the Industrial Zone!

Increase production cost for buildings and units in the mid-late game periods.

Increase tech science cost also to match the pace.

-5 combat for ranged units. +2 combat for melee units. +1 combat for anti-cavalry units.

Allow removal of floodplain feature after unlocking buttress, but...

+1 yield for bonus resources.
