Updated SBS RAVEN Mk.I Jet Scout.

- Modified Roll Stabilizer so that it operates to stabilize roll to zero when there is no roll input being applied and the detected roll is less then 0.1. Previously it was forcing roll to zero after input went to zero. This prevents the sudden "snap backs" to zero.
- Added Flare Launcher functions which are controlled from the Left MFD when SYSTEM is not active. Flare Options are:
- ILLUM - Launchs a set of time Red Illuminating Flares (total of 7)
- SMOKE - Launchs two Red Smoke Flares from the rear travelling at 100 m/s. Technically if you set speed to 100 m/s the flares should land close to where you released them
- CHUTE: - Launchs two White Illuminating Chutes (one at 100 m/s, one at 95 m/s) from the top of the tail rudder.
