Improved scaling and slightly reworked some weapon graphics. All in all scaling of projectiles will be more immersive compared to ship size now, explosive effects will look even more impressive in comparision

Details:
1. rescaled and slightly reworked disruptor weapon graphics (they won't be as visually dominant as before)
2. rescaled cannon projectile weapon graphics
3. rescaled laser cannon projectile weapon graphics
3. rescaled and slightly improved energy and tachyon cannon projectile graphics
4. rescaled kinetic artillery projectile graphics
5. rescaled crystal entity weapon graphics
6. rescaled scourge weapon graphics

fixed a critical bug that made all ai empires not building any more ships once they upgrade their ship design to a crew that has food costs and upkeep. I had to change the costs and upkeep of all crew techs/slots to alloys only in order to fix this bug. Now all AI empires should build ships and use the crews as intended

1. balanced speed of new thrusters
2. (SCX) fixed SCX issue that did not let you see some ship components with Carriers + Dreadnoughts
