- fixed diplo cost reduction for AI missing

Long promised major overhaul:
- Compatible with old saves
- Fixed bonuses for player vassals to vanilla-like (Vanilla change in 3.4 now included)
- Removed warnings (some leftovers may stay in old save games)
- Made sure AI doesn't get free ships
- Improved default scaling to reflect default starting values better
- Moved event target to event country rather than a random planet to ensure it doesn't get destroyed...
