- Heating plants are automatically turned on/off depending on the total heating production and consumption.

New items added to autobudget:
- all helicopter services (healthcare, police, fire, disaster response)
- pumping facility (water autobudget)

Also, now autobudget takes into account the secondary vehicles for services that have two kind of vehicles (such as post offices or disaster response facilities)

- Remove heating autobudget due to low economic effect as well as performance issue.
- Increased the maximum buffer for electricity and water autobudget to 10% (was 5%).
