I decided to shake up "Consumerism" civic a bit. Instead of directly increasing Happiness it now increases the number of Clerk jobs and their output.

New government form added: Minarchy (fan.individualist, libertarian, not corporate), as a separated branch of Right-Libertarianism ideology.

1. Changed the description for Libertarian ethics, and I kinda want to apologize before the community that I have not done this before. Apparently I forgot to changed original vanilla desc for their Egalitarianism, so we got stuck with this utopian socialistic description.

2. Changed the name "Philosopher King" for "King-sage", and "Irenic Bureaucracy" for "Philosopher Rulers". I like it very much more this way, because I still keep good and relevant name for my pacifist-autocracy civic, and at the same time provide a far better naming (and meaning!) for "Irenic Bureaucracy" civic, which I never quite liked. So, the name of "Super-intendant" ruler jobs was changed for "Philosopher".
