I decided to merge "Labour Unions" civic with "Welfare State" - figured out that it would make sense, since labour unions are in fact an integral part of such thing as welfare state.

A number of changes.

I disabled "Traditionalism" civic, which allowed me to re-assign some modifiers and bring back original "Inwards Perfection" civic.

Civic "Paranoid Isolaitionsm" changed it's name to "Secured Domain".

"Keepers of Harmony" can not be an Individualist anymore.

"Fanatic Purifiers" now require to have both Militarist and Spiritualist ethos, in order to make in a bit more specific.

"Free Haven" now provides additional happiness to Xenoist faction for a larger number of species in the Empire (this feature was re-aasigned from "Universalism" civic).
