Re-balanced some things regarding deposit Blocker buffs for Ecostnrism ethic and Civics.

"Natural Heritage" now produce additional Unity, instead of multiplying it's output. Some Blockers also provide relevant Specialist jobs for them, not just Workers.

For "Natural Capitalism" Blockers now provide Clerk + Worker jobs, instead of direct Trade bonus. Rare blockers also provide Entrepreneur jobs.
