4.0 Tankbound Habitat Fix

Description
This fixes tankbound not working on habitats (habitats use their own district set, which are not affected by the civic in vanilla right now).

Paradox will apparently patch this shortly (they need to do QA, something which does not burden me - if you happen to find bugs, let me know and maybe i will fix them), but we have a LAN party on the second october and i am doubtful they will release it by then and one of us wants to play the civic so that's that.

Another Bug this now fixes (scope creep, am i right) is that production overseers did not correctly buff (automated) worker output.

For the record, imo the solution in that thread is not entirely correct, the modifier i used to address this bug is planet_jobs_worker_produces_mult = 0.03

I didn't play on the new release yet so i don't have the data/experience myself, but if you point out a specific bug i'm happy to dig into the game files and fix it.

they also dont add bonus production from these new production overseer jobs what they should do as in the description. there was a post on paradox forum, bug report, about this too. even with solution. apperantly paradox forget to change effect from pop jobs to districts.
actually i like this civic more then everything else (ok maybe progenitor psionic hive or psionic with blocker gameplay also seems fun)

@Hatoful Pengu thanks for the input, seems like a great mod, i only did a brief "tankbout habitat fix" search.

I'll leave mine up for people that want a pure bugfix, but for anyone looking for something with a bit more content and long term development it's probably a better choice.

just fyi, there's a mod called Circuitbound that does this but also adds a machine equivalent of tankbound, as well as a couple other tankbound-related qol features. totally understandable if you prefer your own solution; just thought i'd mention it in case that person in your group or anyone else who stumbles across this might be interested
