Increased Settler Distance (4 tiles)

Description
This mod increases the minimum distance a Settler has to be from existing settlements from 2 to 4.

Effectively this means a Settler cannot create a new Vassal Capital too close to existing Capitals/Vassals/Towns. Whenever that happens in Millennia, it just severely weakens both the new Vassal, and the old Vassal/Region. This also helps reduce cases of the AI awkwardly settling in between your Regions, or pointlessly hampering their own growth.

This mod also strongly discourages the AI from placing a new capital directly contacting existing borders, instead leaving one buffer tile. It also reverses a hidden modifier that makes higher difficulty AI settle closer to other player's Settlements.

Since this mod will tend to increase the distance between Capitals and Towns, consider combining it with a mod that increases the reach of Roads, such as:

I think that's a good thing, because it gives smaller towns more use in the future, since they have more room to expand. It frustrates me to conquer a city and not be able to integrate it, knowing that it can't expand any further.

Thanks for making this, I might try the game again. 2 tiles was just strait dumb, no clue what the devs were thinking. 3 is playable, 4 seems optimal.

@Exodus I agree, this does seem to work better. The only complication is that "distance from settlements" (the number I can modify, besides "distance from borders") also counts Towns and Outposts. Which means especially by setting higher distances, it can cause some unintended effects.

Four tiles away is the standard for the Civilization games (3 tiles between cities), but due to the nature of how Millennia wants you to build a lot more improvements and tile usage is more important and regions have infinite range, adding one more required space (4 tiles between cities (this mod)), would help balance the game towards how it feels it was meant to be played. As a bonus, the AI won't settle a city every two tiles, which lags the game out in the later ages and griefs not only the player but also the AI themselves.

Unfortunately, one game of MIllennia takes a long time, so I have not been able to test too extensively. The higher the number, the better the effect against crowding is, but there are not so great interactions with outposts.

4 seems to work fine so far. But I do plan to upload versions for 5 and 6.
