So i dont know much about that.
Sorry, my brain tripped and made a mistake.
Can I know why? Is there something wrong with its ordering?
Or is it a bug?

The issue only occurs when you have V-Aspir-E active and try to active a new Paniel.
My guess is that the Paniel mod overrides the fuel and maintenance needs, which causes the aspiration patch to lose reference to some original vanilla needs, resulting in null reference exceptions.
For now, disabling Vanilla Aspirations Extended fixes the issue and lets Paniel work properly. (You can even do it in middle of a save)
