Description
The Rise and Fall of Empires is the spiritual successor to one of my old mods, "The Decline and Fall of Empires"The goal of this mod is to, in short, make governing capacity way more impactful, and make rebels engaging to deal with. This mod includes a light overhaul on a lot of modifiers, effects, and terrain types. It does not edit the map, nor does it add events.See below for a comprehensive list of changes/effects.

Compatability is not guaranteed for any mods. You are welcome to make your own compatch and I can link it in this description if it is well tested.

Mod is no longer updated and yes you may use compenents in your own mods.

Hey @wargoal justification
Thank you for this mod. Prime work. I took liberty to integrate it with something else I'm working on myself. I want something which semi realistically simulates depopulation and devastation caused by war and religious/cultural turmoil. (events destroying dev and buildings based on devastation levels, risk destroying dev due to sieges etc). Generally something which will ensure that late game not every province has 5milion dev points.
Would you mind me uploading this mod to the Steam, once I deep it finished? i will of course provide information that your "Rise and Fall" served as bedrock and inspiration.

Pffft, a CAREER?? What is that supposed to mean? Why not just be unemployed and mod EU4 like I do?

For real though, I'm making a pretty big mod merging several other mods of which some touch the very same things as this one does. I might be making a compatch, or then not, but I'm definitely implementing some of this to my own mod.

Works well. I can notice the effects. I am aware it is deprecated, but I am posting this for other possible subscribers. The terrain modifications don't show on the ui tooltip, so I am unsure if they are there or not, and institutions did not seem to slow down through mountains, so I suspect the terrain modifications do not work. You get a bonus for however much you are below governing capacity, however it can be cheesed pretty hard because you can get 100 extra gov cap from each estate, so as a muslim country I got 400 extra gov cap and had like +50% national tax. The civil war tweak works. I couldn't notice if the "development buffs" aspect worked, the tooltips did not tell me. I could not tell if the winter modification worked.
