(Core Culture Timer has been moved to a new mod: See Bottom)
I felt that based on what I witnessed other mods do to curtail the over-development of large nations that this needed to be brought over to the vanilla game. Recent patches have shown that nations big or small managed to gain an excessive amount of development. While this makes sense for small countries and OPMs, it does not for nations that grow really fast but also manage to have enough mana left over to develop a lot in a short amount of time.

NOTE: This mod will increase Development costs so it may mess up with your usual meta of playing. So be prepared to adapt if you subscribe.

This current amount is experimental and will adjust based on my experience and subscriber feedback.
Improve Province Development Base 50 to 65
Development Scaling 3% to 4%


Upcoming (not final):
- Potential devastation modifier which will cause province above a certain dev (like a 10 or 15 dev province) to lose development. (We all know what happened to Madgeburg)
- Will add a dev penalty for nations in the HRE unless they are the Emperor, maybe an elector. The German states seem to grow the most out of all the OPMs (aside from Italians).

I do request some feedback in case I need to either reduce the Development base or reduce the scaling (I am NOT increasing either of them further). Especially if it impacts people who desperately need to manually spawn an institution.

I was aware of this and these are labeled as potential. I'm distracted with finalizing my colonial mod and developing a Shinto Rework mod so that's taking up my free time. The Devastation Modifier is the most up in the air on whether I will do it. I cancelled the Institution idea since I successfully did that in my colonial mod. The HRE/German dev idea is the most likely to happen in this mod and I don't see a reason to spin that one off.

I don't want to have to keep making submods for my mods since I did that for my colonial mod. There's so many mods on workshop that I can't always guarantee they won't interfere with others.

if you want to add these new functions, make another mod please, because it will be less compatible with other mod/mod packs.
