On a hunch, given the perk's internal name, I enabled Extended Perk Pack by Favid, and sure enough, that solved the issue. Should be as simple a fix as adding EPP to your list of dependencies. Maybe it was a transitive dependency when you first published this mod, but it isn't now. Hope this has helped!
About your suggestion - that is a great suggestion, but I'm not sure if I can enable this. After all, this mod is just configs, if Psi Overhaul V3 itself supports it, then I'll check if I can make it so, and if not, then I can't do anything about it.
Just for reference, here is my psi class distribution in my current campaign:
Mentalist - 3
Psi Tech - 2
Psitonomy - 2
Supersensory, Elementalist, Reality Warper - 1
Necromancer - 0
total 10 psionics out of 53 soldiers.
Perhaps my one recommendation would be to enable some sort of forced deck functionality, or other probability-bending system. Of 20 soldiers I rolled 7 psi ops (so, as expected), but 4 of them were supersensory. If it's not already implemented, it would be nice if there was something in the backend forcing/encouraging variety, so you can expect to actually experience most of the mod's content in a given campaign.
That's just a nitpick though. This is probably my favorite psionics system in xcom 2 that I've played. Thanks for making and sharing it ♥
