Deathbells make more sense, Hjaalmarch is closer to the Rift then Blackwood and Black Marsh, as well as being in the same province. But Death bells should probably be in Cold Bogs instead.
Scaly Pholiota are usually in the Rift than Bog beacons, and Nightshade grows in places of death like Deathbells, however unlike Deathbells they grow all over Tamriel.
As for why it wasnt needed, because fishing is now a vanilla or odyssey feature. The patch that added fish to waters is no longer needed. Its now done differently.
