1939 Start Fixed
Supported game version: 1.16*

This mod (or rather 'patch') aims to improve the largely neglected 1939 Start date.
Many vanilla bugs and oversights are fixed – missing National Ideas, cores, forts, resources, wrong techs, bugged equipment etc. Game balance is improved. Some important political events happen at more historically accurate dates. It also tweaks various nations' progress in their focus trees, their starting units, equipment, and tech levels.

** This mod has no impact on 1936 start, but it can possibly cause compatibility issues if combined with other mods that change history data, or add custom Focus trees. It's safer to turn it off for 1936 games when using mods.
* Many of the fixes are not immediately visible, due to being applied by hidden events.
* Recommended to play with Historical Focus on. NOT ironman compatible.

General changes:
* Added option to choose starting industry level (vanilla, balanced or historical)
- improved the terrible game balance of 1939 scenario (China and Soviets always losing)
- a lot of small corrections of starting units and their templates for some countries
- Tech level changes to many countries
- many countries start with Intelligence Agency formed and upgraded
- reworked Focus Tree progress of some countries and tweaked AI order of picking focuses
- fixed many cases of weird or unhistorical AI behavior
- added many missing historical fortifications (Germany, France, Italy, Poland, USSR)


List of country-specific changes:
Germany:
- more historical AI focus tree path
- tweaked starting units – corrected the tank types in 1939 OOBs
- fixed wrong icons for czech pz.35(t) and pz.38(t) tanks, added missing Panzer Is and IIIs
- starts with some captured Czech equipment
- added missing Austrian generals
- added missing cores to Danzig and Gdynia and a claim on Katowice
- added missing Czechoslovakian sudeten forts
- added missing Military Intelligence idea (+1 operative slot)
- Panzer Division now includes 1 medium tank and additional support companies
- improved other starting unit templates as well (added anti-air and other support companies)
- added some missing research bonuses & removed some that should not be there anymore
- historical Anti-Comintern Pact members added

Italy:
- overally Italy has been nerfed, both in technology and army equipment
- fixed wrong tank types in its starting army (now correctly L3 tankettes)
- starts with many Alpine Wall forts
- fixed Italy having 2 Vittorio Emanuele national spirits
- no longer starts as a signatory of the London Naval Treaty
- will not join war so early
- added 1940 Medium Airframe tech and Z.1007 Alcione template
- added basic Large Airframe tech and P.50-I template

Japan, China & Asia
- added Heavy Airframe techs to Japan and Kawanishi H6K Maritime patrols (+30 planes)
- tweaks and corrections to Japan starting units (for ex. replaced some Ha-go tanks with Type 94s)
- added missing Bicycle Battalion template to Japan (and some divisions)
- fixed Japanese Sendai and Yubari cruisers being an empty 1940 hull
- swapped Superior Technology idea for Superior Will
- buffed Mengkukuo and Manchuria a bit (tech levels, industry)
- starting 1939 armies of China and PRC effectively doubled in size and equipment, also slightly improved their tech level
- added missing 'Chinese Unity' idea to China (increases surrender limit)
- significantly buffed Guangxi Clique in 1939 (it has no units or techs in 1939 vanilla)
=> China should not die so quick anymore as a result
- Siam will stop joining Axis instead of the Japanese faction
- increased stability and war support, added claims on french Indochina

France
- more focuses completed in 1939 (most notably the Navy & Air)
- improved starting army equipment (both quality and quantity)
- added missing engineer support company to its main infantry template
- added Alpine line of forts („Little Maginot Line“) and a supply node
- added Stronghold Network building to Alsace-Lorraine
- added missing Chalais-Meudon facility (avionics)
- added D.520 fighter template and production (replaced D.520 with M.S.406 in non-BBA version)

USSR:
- several more historical focuses completed in 1939 bookmark
- improved starting army (equipment amount)
- some fixes to USSR OOBs (tanks and planes)
- added missing Sovetsky Soyuz battleship template and some naval techs ('MTG' only)
- added missing Mykolaiv port in Ukraine
- added Lev Shestakov Fighter Ace (from Spanish civil war)
- added Enrique Lister as a general from spanish civil war (focus completed)


Other Countries:
- UK – starts with more Focuses completed
- UK – fixed bugged light tanks being empty hulls with no guns
- nerfed starting UK and french colonies (puppets) in middle east
- Romania will join Axis at a later, more appropriate date
- Iraq's Golden Square coup will happen properly in 1941
- Poland's sanation left/right infighting is already gone, Walery Slawek removed
- improved starting Polish army templates
- added imported anti-tank guns to Yugoslavia and reduced war support (pro-german support)
- Ireland will have the Neutral Foreign Policy and should remain neutral
- added 1 infantry sized 'Army' to Luxembourg

Miscellaneous & Fixes:
- fixed many bugs in OOBs causing missing planes, wrong ship or tank classes, bugged equipment
- added missing resources from various finished national focuses
- fixed incorrect airplane icons for many countries
- AIs will not engage in a full-out air war during the Phoney War
- fixed the Bosphorus strait not being accesible by Black Sea countries (fixes inactive SOV navy)
- major nations start with some Army/Navy/Air spirits active
- fixed USA starting without the Great Depression Idea (the modest one)
- fixed Mexico's Oil not being nationalized, despite the focus being completed
- Mexico will start embargoed by USA and ENG (for nationalizing the oil)
- Trotsky moved from Norway to Mexico where he belongs
- added trade influence to Netherlands' Gateway to Europe system to unlock the 'choose side' focuses earlier
- Turkey & Romania start with license from Poland to produce PZL.24 fighter
- fixed starting Turkish light tanks having no modules, added missing PZL.24 fighters
- fixed missing support companies in starting Greek templates
- fixed Switzerland and other minor countries not being neutral without their respective DLCs
- UK & France start with more fuel in stockpile
- added few more radars to UK and increased level to 2
- fixed USA+UK having 1944 Dual-purpose guns researched in 1939, now they 'only' have have the tier II
- fixed New Zealand RNZAF focus not having any effect (this adds 116 medium bombers)
- changed starting occupied state compliance levels to more sensible levels (was either 0 or 70)
- reduced the unrealistic amount of convoys Norway starts with in 1939
- removed starting naval doctrines from many nations that either don't have any ships or don't have access to the sea at all
- many more tiny fixes and changes

Note:
'Trial of Allegiance' DLC is recommended off for better realism – South American countries did not participate in WW2 in such a direct way
