#Riekopo I've checked and I didn't find the problems you describe. The Dutch decision is there, both vanilla and in the mod.
Soviet - I don't know what you mean - that Soviet Union doesn't declare war on Poland directly? That has always been in the game like this, prevents war between Soviets and Allies.
Pacific and Japan - I've observed that as well, not yet sure what to do about it. It seems since 1.15 it also stopped invading Malaysia and instead always goes for the empty land in Indochina. That's however not the issue of this mod, the mod doesn't alter the AI behavior.

Countries in 1939 start with equipment deficits and slightly smaller armies than what the AIs reach from 1936 start. So 'no one wants' to send anything to china, because they have nothing to spare (or they think so).
SU is a major LL country for china, but in 1939 sends almost nothing before it is attacked by Germany. Again, starts with huge inf.eq. deficit.
The industry changes (historical option):
FRA +6 CIV +10 MIL (+7 Docks from Focuses)
ENG +20 CIV +6 MIL +4 Docks
SOV +13 CIV +5 MIL +2 Docks +2 Synth.Refinery
USA +48 CIV +11 MIL +about 40? building slots
CAN +9 CIVs and some building slots
- I used 1939 GDP with Germany as a reference and IC cost as a 'value' of each factory.
USA is still about 70% of historical value though, but 100% kind of breaks balance and negatively affects the game.
- Balanced option gives nothing to USA and CAN, and less to ENG.
There's usually some sort of 'But only 5% of game starts are 1939, we have more important things to fix!"

Try the Improved AI Research mod, it improves this a bit, and anyway just adding the 2 difficulty ticks to the Soviet Union stops it from losing completely, and more or less doing ok.
