Weapon stats
Here's my idea, kinda like the opposite of the Disciplinary Action

The Mysterious Times
level 1-100 Breaking News (puns are funs)

+25% swing speed
+slows target on hit
i slowness cannot stack
i longer range than stock bat
-50% damage (about 17-22 per hit as opposed to 32-37)
-marks user for death while active and for 3 seconds after sheathing
-20% shorter jump height (Always, not just while active)

Bonus!
Taunt: A wooden chair spawns, and Scout sits on it, and reads the newspaper.

Other than that, it could easily be a Fan o' War or Atomizer reskin.

Seems pretty good, but definitely more of a support weapon then anything. I have a nifty idea for the stats, although it isn't much.

+25% faster weapon switch time
-20% fire vunerability
-User is forced to taunt after every kill
-15% Damage

pros

10% chance to either. force taunt. laugh
ability to set people on fire. (if pyro sets the paper on fire.)

cons

-50% reduced damage
will catch fire after 20 seconds of the weapon being on fire.

(kind of like the wrap assassin but with setting people on fire.)

or either make it a throwable. and do this.
pros
force taunts who ever it hits.
sets them on fire instead if lit

cons
50% damage reduction
20% fire vunerablity

Pros

Hold down attack to charge
Damage increases with higher charge
On full charged attack: Deal a mini-crit and bleed opponent
1 Second of charge time

Cons

Holding attack doesn't continuously attack
No random critical hits

Why not make it a Boston Basher with fire when lit?
Positives:
+25% swing speed
+Can be lit by pyros and thrown to set enemies on fire

Negatives:
-25% damage penalty
+20% fire vulnerability

Special:
]Can be thrown to cover the face of an enemy (A newspaper overlay will cover the screen of an enemy for 10 seconds)

*A custom picture can be pasted onto the newspaper when it covers the face of an enemy (though can be abused :3)
Pros:
+25% firing speed
+15% movement speed

Neg:
-25% damage
Can be burned and melted by hostile pyros and has to be "recharged" (Like the spy-cicle)

Special:

Taunt where the Scout opens it and reads the paper, saying something humerous

+Marks Enemies (your team can see marked enemies through walls for 15 seconds, Marked enemies take no minicrits like fow; You can mark many enemies at the same time)

-85% Damage
-Paper gets destroyed for 3 seconds, when wearer is on fire or in the water

+When on fire: Any victim hit gets set on fire.
+10% Chance to cause bleeding for 5 seconds (Paper cut)

Weapon is destroyed when touching water, 5 seconds delay till it comes back.

-35% less damage
-burns up after being lit for 5 seconds
-gets soggy and gets destroyed underwater

I like the soggy idea, but here's my take on it:

+) Store one critical hit swing with this weapon for every 20 health lost (get rewards for getting into fights with your primary, each attack of this weapon uses a crit, hit or miss)
+) (hidden) Can be ignited by friendly fire sources (bison/flamethrowers/torches in medieval, applies to one sucessful hit with this weapon)

-) No random critical hits
+/-) Weapon takes damage from fire and liquid sources. Can be repaired by collecting ammo sources (either 8secs of water/jarate/milk effects or 50 fire/afterburndamage, dispensers also help to refill durability for this weapon)
-) When destroyed, weapon is disabled for 5secs and user is self-marked for death for a short period (ammo packs speed up the cooldown, mark-for-death is lost when the weapon is active again)
-) 35% damage penalty (23 base damage, 68 crit damage)
