In JoJo, Timestop is based on the stamina of the user. The more used to timestop you are, the longer you can be in it. And, logically, those with greater stamina than others will be able to push their boundaries.
For players with massive pools of energy, they would most definitely last more than just three seconds in stopped time.
The funny thing is that I thought that was how it worked, since that's usually how time-stopping powers work in most works.
Make the time stop constant for as long as your energy lasts.
