If you mean the galaxy setup with the destroyed vazuran system, then you cannot directly force it, but since it can only happen if the vazuran crisis is not active, you can make it very likely to appear by force spawning an ai with the fainthearted backwater origin. It is not guaranteed this way, but easy enough to check. If the blackhole system in the galactic north exists at game start, this setup is active, if not just directly restart.
