I am rome.
I am at war with Qarthadastim from the beginning of the game.
He looses every battle, lost 4 towns and a lot of spys, diplomats and veterans.
Now I want peace because I dont want to go to africa.
But its impossible to make peace.
Every round a new full stacked army is attacking on of my towns. Every round a new spy or veteran or diplomat is on his way to italy to rampage in my land. Atm I have 3 spys , 2 veterans an 2 diplomats in my country and 3 on the way.
How can Qarthadastim have so much troops ???
And haw can I end this war ???
