"Generic Building" tack
Is there any chance you could add a tack for just a generic building? Sometimes i know I want to build a great building 2 buildings away, and I just need some filler building to connect the dots. Or I'll be playing as Han or Greece, who get bonuses from adjacent quarters, but it doesn't matter what's in those quarters so long as they're full.

would also be nice for planning ahead. for example reserving a spot for the railstation in the exploration age
