Mandalorian civil war won't conclude?

Its currently Nov 1004 and I have defeated everyone in the civil war and can't choose the focus "Protectors of All Mandalore."

I don't see any political decisions or anything else. Thoughts/solutions?

use your "Mandalorian Legitimacy" balance of power, it has several tiers that you progress through focus rewards and decisions. the last phase allows you to unite mandalore and unlock the second focus tree
