Vehicle Caravan Is Not Moving from Where They Leave

When I form a vehicle caravan, they exit the local map onto the world map and don't actually travel from there. It is a 2nd colony and not the original, only having the issue with this colony now. Says they are travelling e.g. 0.3 days to destination but don't move from the edge of the cell.

Edit: Problem was outposts mod instead, encampment was breaking vehicle movement somehow. Get rid of all outposts to fix.
