I think it is normal. You have to start it from your colony and then choose a landing zone somewhere else.

Having the same issue. It wouldn't be such a problem if not for the fact that it introduces MASSIVE tedium when looting an ancient complex or similar, since I now have to sit there and wait for my pawns to manually load everything, then put them in the helicopter and manually launch it.

Used to work fine from the caravan menu, but apparently Vehicle Framework updated it at some point and now it sucks. Not even worth using the helicopters for transport now, as I don't consider enforced tedium to be fun.

Having this issue, no matter what I try it won't let me form a vehicle caravan with the mosquito so I can't do the caravan quests where you sell something to another colony.
