It -might- work with some smaller mods, but I can make absolutely no guarantees about that. Given how dramatically the game changes, there might also be some weird behaviors if it still manages to run. I can reassure you though that it's compatible with most map mods (i.e. all of them that don't have preplaced units/techs) and most music/cosmetic mods. I touch on it briefly in the FAQ.

As for the Chinese translation, Google Translate is the best I can do unless somebody decides to volunteer a lot of time and effort into re-translating the entire thing properly. I figured a bad translation is better than none at all and somebody requested one, so if you'd prefer English over the current translation, it's probably easiest to just change to English in the language settings in-game.
