I have been playing with high-learning courtiers and, when I send a letter to ask somebody to convert to my religion, the chances of success are usually high. However, when I get the event giving a 10% chance of converting the character, the character never converts, and I've tried it with a lot of them. So what happens? Is this bugged, I'm just terribly unlucky, or the characters convert secretly and I cannot see them?
