In fact all spells have this property, a fireball or magic collect will cost more mana the farther you place it from the stockpile

edit 1: Made some palpatine cocktails afterwards, and they don't seem like they're being used either.
edit 2: Cleared the desert map of all guardians and not a single cocktail/paralyzer was used.
edit 3: If the old ice or fire potions are dropped from a rune vault, the mages use those. So the new fire/ice spells just don't work at all.
