I often see them form 2-4 packs when hunting a hare while they hunt alone when hunting something more dangerous like ibex ram/doe. This often results in my animals being downed by the ibex
Normally there is no need to specify in detail the number of animals in the packs for a particular predator kind, because the algorithm will automatically deduce the number of members in the pack to avoid injuries, ...unless there is a bug, but I have not managed to replicate your examples.

I can not really add the feature you described, because setting X hunter for prey type Y can not work, because X depends on you hunter type (eg: 3 wolf can handle a bear, while 3 pigs can not. ..), however would it be interesting to add a parameter to force the minimum number of animals in the packs ?
Currently i imitate vanilla behavior when wild predator hunt to feed onself, by taking 3 variables to compute for prey and predator a score to determine targeting or not (base attack, fresh health state and body size).
So i propose to take into account also the average of the following levels of capacity (which are affected by removed or injured body part) to adjust the score :

And also my condolences for your semi crippled Warg ... xD
Perhaps if the calculated score drops below a threshold (considered useless as a hunter) a alert could be issued suggesting a peaceful retirement in deep freeze storage for that hunter.
I will look for your second suggestion.
