Passive Operations Agent (Assassin) and Neutron Carrier Upgrade

I seem to be unable to use the rebel Assassins. Couldn't kill a minor black sun hero (the hut) but I can kill the corruption spreading dudes (dunno the name), while boba kills jan, juno, garm, etc. Am I missing something?

Minor hero assassins can kill other minor heroes, major hero assassins can kill other major heroes.

So the Hut is a major hero? Wiki says minor and I couldn't get to him
